Accept or reject outgoing transfers through the API

Integrations can now accept or reject a pending outgoing transfer with an explicit decision through the Domain Chief API. The response returns the domain's current notices while the registry processes the decision.

This action requires transfer permission and is available only while a decision is pending. See Handle domain notices.
