Register domains that require an intended-use statement

For extensions that require a purpose statement, the registration and transfer forms now ask for Intended Use. Describe how the domain will be used so the registry can assess the request.

Integrations can check requires_intended_use on the TLD and supply intended_use when submitting a registration or transfer. See Register a domain.
