Apply Fail2Ban bans to proxy traffic

Enable Fail2Ban integration in a proxy's Advanced settings to bring bans from active host jails into FlowGuard. Matching HTTP requests are blocked before rules or upstream processing, and new bans are synchronized as they happen.

This requires Fail2Ban installed on the host and FlowGuard Proxy v0.18.0 or newer.
