Reuse matching contacts instead of creating duplicates

When you save a contact with details that match one already in your team, Domain Chief shows the existing contact and lets you use it or create a separate one. The Contacts API also returns the existing contact by default with HTTP 200; send allow_duplicate: true when you need a new handle.
